Global stock markets fall ahead of Fed meeting

BANGKOK (AP) ? Global stock markets fell Monday, led by a sharp dive in Japan, as traders awaited a packed schedule of economic data releases this week in the U.S. and a key meeting of the Federal Reserve.

Japan's benchmark Nikkei 225 sank 3.3 percent to 13,661.13, its first close below 14,000 since July 1, as the yen continued to reverse some its recent fall. Linus Yip, strategist at First Shanghai Securities in Hong Kong, said the Nikkei's sharp decline sparked jitters elsewhere in Asia. He added that slowing growth in China presented an additional reason for caution.

South Korea's Kospi fell 0.6 percent to 1,899.89, hurt by losses among technology shares. Hong Kong's Hang Seng lost 0.5 percent to 21,850.15. On the Chinese mainland, the Shanghai Composite Index shed 1.7 percent to 1,976.31 while the smaller Shenzhen Composite Index lost 1.9 percent to 941.33.

European stocks were mixed in early trading. Britain's FTSE 100 shed 0.4 percent to 6,563.21. But Germany's DAX rose 0.3 percent to 8,266 and France's CAC-40 gained 0.2 percent to 3,979.31. Wall Street appeared set for losses, with Dow Jones industrial futures falling 0.2 percent to 15,460 and S&P 500 futures shedding 0.3 percent to 1,681.80.

Analysts expect to see a drop in unemployment when the U.S. Labor Department releases employment figures for July at the end of the week, but some say it will not be enough to prompt an immediate scaling back of the Fed's bond-buying program, which has been helping to buoy the economy.

Traders have been cautious in recent days ahead of the Fed's two-day meeting, which begins Tuesday, for hints of when the central bank will start reducing its monetary stimulus.

"Our guess is that it won't happen until December and it could be delayed further yet," said analysts at DBS Bank Ltd. in a report.

Since late last year, the Fed has been buying $85 billion in Treasury and mortgage bonds a month in a move that has kept long-term rates near record lows and supported economic recovery.

Among individual stocks, Korean Air Lines Co. fell 6.5 percent while Australia-based uranium miner Paladin Energy Ltd. sank 10.1 percent.

Japanese vehicle makers were among the hardest hit stocks of the day. Mitsubishi Motors Corp. plunged 9.9 percent. Isuzu Motors Ltd. dropped 8 percent.

Global stocks mostly dropped Friday on concerns that a brusque overhaul of China's industry could slow down the world's second-largest economy. Beijing has ordered companies to close factories in 19 industries where overproduction has led to price-cutting wars. The industry ministry ordered more than 1,400 companies to cut excess capacity and even some companies to close outright.

In energy trading, benchmark crude was down 52 cents to $104.18 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 79 cents to close at $104.70 Friday in New York.

The dollar fell to 97.93 yen from 98.32 yen late Friday. The euro rose to $1.3284 from $1.3270.

Hopes that we have extra time to rein in emissions and avoid severe climate change are missing the bigger picture, says an energy industry watcher

DOOM-MONGERS of the climate variety might want to look away now ? we apparently have more time to save the planet. A recent study published in Nature Geoscience suggests it will warm more slowly than feared, perhaps buying an extra decade for action.

There are other reasons to be cheerful. The International Energy Agency (IEA) has just said nations can get back on track to keep warming below 2 ?C at no net economic cost. President Obama is talking tough on emissions and the US and China, the biggest emitters of greenhouse gases, are, incredibly, collaborating on efforts to curb them.

So it all adds up to an unexpected opportunity to get ahead of the crisis ? or at least catch up. Or does it?

The idea that preventing the worst of global warming might be not only sensible but also economically sound is not new: in 2007 the UK's Stern review concluded it would cost just 1 per cent of global GDP. Of the recent developments, what is really surprising is the IEA's suggestion that keeping the hope of 2 ?C alive until 2020, when a new global treaty could come into force, can be achieved effectively for free.

Even more surprising, the IEA's plan to achieve this rests on just four policies: improved energy efficiency; limiting use of the most inefficient coal-fired power stations; reducing methane leaks from oil and gas production; and phasing out fossil fuel subsidies. It says these could deliver 80 per cent of the reductions needed by 2020. Unfortunately it all looks like pie in the sky.

The biggest questionable assumption is the reliance on efficiency to deliver half of the projected emissions reductions. Of course, like motherhood or world peace, efficiency is hard to knock. But history suggests that in a straight fight with economic growth, it usually loses and emissions continue to rise.

There are exceptions. The latest BP Statistical Review of World Energy points out that energy consumption in the industrialised world has fallen in four out of the last five years, and that in three of those four the economy grew. Last year, for example, energy consumption in the OECD countries, mainly advanced economies, fell 1.2 per cent while the economy grew 1.4 per cent. Apparently it is possible to loosen the ties between growth and energy consumption, but perhaps only when growth is feeble.

Unfortunately it is not true where it really matters. Since 2008, when the West plunged into recession, energy consumption in the OECD has been increasingly overtaken by the non-OECD nations, such as China, India and Brazil. They now claim 56 per cent of global energy. Great strides have been made in improving efficiency too, but these have been overwhelmed by growth. China has roughly halved its emissions per unit of economic output over the past 20 years, yet despite this its energy consumption and emissions have more than doubled as the economy boomed over the past decade.

In 2012 alone, the IEA notes approvingly, China's energy efficiency improved 3.8 per cent ? yet still its emissions rose by 300 megatonnes, contributing three-quarters of the entire global increase. In other words, global carbon dioxide emissions have climbed inexorably to record highs, and an atmospheric concentration of 400 parts per million, in spite of significant efficiency gains by the world's biggest emitter and the OECD.

There seems little reason to expect these trends will change in the coming decade. China's economy has proved resilient in the face of widespread slowdown, and per capita GDP and energy consumption are still a fraction of those in the West. A senior Chinese official said last year the country's emissions would grow until per capita GDP had risen fivefold. In this context, it is hard to imagine the IEA's efficiency measures ? sensible as they are ? making much of a dent.

Some of its other proposals ? phasing out fossil fuel subsidies in the Middle East, for example, where dirt cheap petrol and electricity are vital to defending the thrones of local tyrants ? look equally forlorn.

If the IEA's plan looks unlikely to keep a 2 ?C trajectory alive until 2020, it is not even clear that this is the right target, or that we have any "extra" time as has been suggested. On the contrary, many climate scientists, including James Hansen and Pushker Kharecha, argue that 2 ?C of warming would trigger catastrophic consequences, and the increase must be limited to 1 ?C.

This would mean leaving most known fossil fuel reserves alone, never mind the emerging unconventional resources such as shale oil and gas, the amount of which in the US was recently estimated by the country's Department of Energy to be equivalent to 10 years of global demand. Given that we have already started exploiting non-conventional oil and gas sources, it would imply immediate and continuing cuts in fossil fuel consumption.

Judiciary has failed to attract the best talent in India, says Arun Jaitley

Bhubaneswar:?Senior Bharatiya Janata Party (BJP) leader Arun Jaitley has called for urgent reforms in the judiciary, saying the institution has failed in attracting the best talents.

Speaking at the BK Ray Memorial lecture in Bhubaneswar yesterday, Mr Jaitley said fewer people in judiciary are inclined to work as judges because of the increase in the income of lawyers who find commercial litigation in a post-liberalisation India more lucrative.

Mr Jaitley himself is a senior lawyer based in Delhi.

Though the BJP leader called the system of collegium effective, he felt the time to review the system has come since it is prone to favouritism when it comes to appointment of judges.

The collegium is a system under which appointments and transfers of judges are decided by a forum of the Chief Justice of India and the four senior-most judges of the Supreme Court.

In his address, the Rajya Sabha Opposition leader also favoured the creation of a National Judicial Commission to handle issues of accountability of the judiciary.

Authorities in the UK have never had quite the same level of anxiety over Huawei that we've witnessed in the US, and they've so far been happy to let the Chinese firm get involved with numerous parts of the country's data infrastructure. As it turns out, the company's control even extends to the "Homesafe" filter used by internet service provider TalkTalk, which David Cameron recently praised during his push for tighter controls on adult content. The BBC discovered that UK-based Huawei employees are able to decide which sites are blocked on TalkTalk's service, and that even users who opt out of Homesafe have their internet usage data routed through Huawei's system. Whether or not this is an issue depends entirely on how much you trust reports of close ties between Huawei and the Chinese government, versus Huawei's claim that these concerns are based on anti-Chinese prejudice rather than evidence. From a purely practical point of view, however, if the mission is to block off huge swathes of the internet, why wouldn't you hire an expert?

Update: A representative of Huawei has been in touch to provide the company's side of the story. He said that Huawei doesn't "run" the Homesafe system, but that the system is "supported by Huawei" without Huawei having control over it. He added that Huawei does not decide which sites are blocked, and that the final decision as to what filters are implemented rests with TalkTalk. Meanwhile, the BBC is apparently standing by its story, since it has issued no retraction.

For nearly a decade, a band of cybercriminals rampaged through the servers of a global business who's who: Among the victims were 7-Eleven, Dow Jones, Nasdaq, JetBlue and JC Penney. Prosecutors say the hackers stole "conservatively" 160 million credit card numbers, and the dollar value of the crimes they helped facilitate is enormous ? just four of the victims are out $300 million. The suffering caused to identity theft victims was "immeasurable," say prosecutors.

On Thursday, five of the gang's members were indicted. One is in custody in the U.S., a second is awaiting extradition in the Netherlands, and three more are still at large in what U.S. Attorney Paul Fishman said is the largest data heist case ever prosecuted.

Dmitriy Smilianets, 29, of Moscow, is in custody, while Vladimir Drinkman, 32, of Syktyykar, is awaiting an extradition hearing. The other three ? Aleksandr Kalinin, 26, Roman Kotov, 32, and Ukrainian Mikhail Rytikov, 26, remain at large.

Originally part of a crime ring led by Albert Gonzalez, who was arrested back in 2008, the five continued their data conquests even after Gonzalez was sentenced to 20 years in prison.

The group kept security professionals and journalists busy for years, causing embarrassing data leaks at grocery-store chain Hannaford Brothers Co. (4.2 million cards), Discover (2 million cards), and Dow Jones (10,000 corporate logins).

Often, one of the criminals would shop at the retailers to observe checkout registers and deduce which systems were used, assessing their vulnerability. Then, they'd gain access to credit card payment systems and siphon off millions of victims' account numbers as they were involved in transactions.

They even bragged to each other about the fame they were gaining by picking prominent targets ? and used Google alerts to learn when their access might be cut off. The following chat transcript was included in Thursday?s indictment:

The group really hit paydirt when they turned away from brand-name retailers and toward credit card payment processors. Hoards of stolen card numbers ? known as "dumps" ? flowed through these little-known financial firms that connect retailers and banks, leading to record-breaking heists: Heartland Payment Systems (130 million cards); Commidea, in Europe (30 million); Euronet (2 million); and Global Payment Systems (950,000).

Prosecutors say they took the "dumps" and turned to middle-men called "dump resellers." They in turn split up the data into blocks, and resold it through a worldwide network of "cashers." U.S. card numbers could fetch $10, while European cards fetched up to $50.

Prosecutors say the five men used relatively simple "SQL Injection" methods to break into company servers. That family of attacks has many variations, but it essentially involves using website forms to feed bad information into an underlying database and tricking it into giving access to an attacker.

For example, a long string of unexpected characters entered into a blank form used to enter an email address can confuse a misconfigured server and dupe it into giving the user privileged access. In the Nasdaq hack, attackers exploited a feature designed to help legitimate users recall forgotten passwords.

The process could take time however. When the hackers first gained access in August 2007, they talked about how overwhelming the data haul was.

"Those dbs (databases) are hell big and I think most of info is trading histories," Kalinin wrote at the time. But six months later, they'd figured out how to get valuable information from Nasdaq servers. "Nasdaq is owned," he wrote.

Three of the five men indicted remain at large. Smilianets and Drinkman were arrested in the Netherlands in June 2012 while traveling. Smilianets has been extradited to the U.S.; Drinkman is still in the Netherlands awaiting an extradition hearing.

The indictment comes after a years-long investigation by federal authorities into a massive credit card fraud operation that was first identified back in 2008, when Gonzalez ? also known as ?soupnazi? ? was arrested. Gonzalez is probably the most notorious credit card hacker in history.

Directing a group called Shadowcrew, Gonzalez simultaneously worked as a cooperating witness for federal investigators, but continued to direct Shadowcrew to steal millions of credit card numbers. In Gonzalez's 2009 indictment, Kalinin and Drinkman were previously charged as ?Hacker 1? and ?Hacker 2.?

"This type of crime is the cutting edge," Fishman said in a press release. "Those who have the expertise and the inclination to break into our computer networks threaten our economic well-being, our privacy and our national security. And this case shows there is a real practical cost because these types of frauds increase the costs of doing business for every American consumer, every day."

All five suspects face wire fraud charges which carry a maximum penalty of 30 years in jail. Four of the five face 10 other counts of wire fraud, conspiracy and unauthorized access to computers, with additional penalties of up to 30 years in jail.

In a separate indictment, Kalinin was charged by the U.S. Attorney in the Southern District of New York with hacking Nasdaq servers, and with participating in a scheme to hack into U.S. financial institutions.

Sailin On brings vegan food to the streets | The Local Good

From a front stoop to the streets of Edmonton, the guys in one of the city?s newest food trucks have been busy this summer.

Run by friends Michael Brennan and Garrett Kruger, the vegan Sailin On food truck is usually found at Wunderbar on Whyte Avenue, the Southwest Edmonton Farmers Market (Wednesdays) and the 124 Grand Market (Thursdays), as well as the other odd location throughout the city.

?We?ve been throwing around the idea about vegan something forever,? Brennan said earlier this summer, before the truck actually launched. ?I mean, there was a pizzeria that was an idea about three years ago, just silly things, but throughout the years it became clearer and clearer and the timing became more right for us to quit our jobs and jump into it full-time.?

Before they jumped into it full-time, however, there was a lot of research ? community members in Garneau might recognize the pair, along with another friend Dallas Thompson, as the people who were selling vegan corn dogs off a front stoop for a couple of summers; Brennan used a travelling opportunity to go through the United States and experience their food truck culture; and a pop-up restaurant experience in late April at Three Boars Eatery resulted in a line-up down the block before they even had the physical truck.

It showed them that the vegan and vegetarian community were willing to supported interesting and good food, Brennan said, adding that while it?s getting a little bit better, late-night options for vegans and vegetarians is still quite limited.

?Our food isn?t about just being for vegans, it?s food for everyone to enjoy, and we just happen to be really good at cooking vegan food,? he said, adding he has worked in vegetarian restaurants and has been vegan himself for about 10 years.

?It is a bit of a learning curve, and it took me quite a few years to become comfortable with creating vegan food that I was comfortable serving to the masses, but at this point, we?re ready to go full-time.?

Now, it?s not uncommon to see tweets from the Sailin On account that apologize for selling out of food before an event is over. Nor is it uncommon to see them retweeting people?s excited comments about eating at the truck, whether they normally eat meat or not.

?There are some people, where vegan food is kind of this separate entity, it?s like, ?That?s vegan food, I don?t eat that,?? Kruger said. ?To me, that?s a short-sighted argument. Or, it?s a short-sighted excuse not to try something.

?Because the point of us doing it that was is so that there?s something for everyone ? people that are vegan, people that are vegetarian, people that just want to eat something that just so happens not to be meat, but it?s great food.?

Not only are both of them vegans and good at cooking meatless food, but they also share a love for punk rock, which is where the name for the truck comes from.

It?s a Bad Brains reference, Brennan explained, and while they knew they wanted to have throwback to the music genre, they weren?t sure what it should be, until they were sitting on the stoop one day.

?Garrett looked at me, tapped me on the leg, and said, ?Dude, Sailin On.? And I said ?Yeah, that?s perfect,?? Brennan said. ?And that was it. That was the name. And it comes from one of our favourite punk bands of all time, and that?s pretty cool.?

Kruger?s role in the partnership is more marketing and networking, he said, adding that they?ve had a lot of friends come forward also offering various skill sets that they?ve needed at some point in the process.

Their friends have also been guinea pigs when trying new recipes ? ?You have a mouth, you have tastebuds, and you like food,? Brennan offered as the qualities needed for the position ? and Kruger?s degree in psychology and experience in data analysis has also helped with that.

He created a questionnaire that their friends, after spending $5 and getting to sample two menu items and a side dish, had to fill out. It was something he never thought he would use that set of skills for, he added.

?Our friends have seriously been guinea pigs, but they?re the happiest people, because they?re getting free food all the time, and it?s good for us,? he continued. ?And you know what the greatest part is, and not just begin able to feed your friends? The greatest part is that they?re so brutally honest.

?If it were a bunch of strangers, there would be the possibility of them being polite comments, but not giving you a real answer. They helped us refine things by coming to eat food with us, coming to hang on the stoop with us. They?re super full, everyone wants to just hang out, and instead they?re filling out surveys.?

With the truck now up and running, their goal is always local first, to the point they make their own sauces. Recently, they?ve also started carrying Moonshine Doughnuts and Bloom Cookies.

?Garrett and I have some ideas for the future that we?ll keep between outselves for now,? Brennan said in May. ?At this point, we can?t go any further beyond the summer and opening, and hoping we have a great summer.?
